A [[mask]], known for using a samurai sword. He also wore armour later in his career, continuing the samurai aesthetic. At his height, he had a wrought iron domino mask, which held a magical crystal the colour of dried blood against his forehead.&lt;br /&gt;

He started out dealing with mundane criminals. He would cut off the fingers of thieves, castrate rapists, and similar symbolic mutilations. Many of them didn't survive. He saw himself as a guardian for the poor and hopeless, people who were already in so much trouble that they didn't believe the police could help them, or were scared to attract attention in districts ruled by gangs.&lt;br /&gt;

When making a public appearance, she prefers to appear on rooftops and other spaces that normal people couldn't get to, in order to avoid anyone realising that she is quite short; only 5’1¼” without her retractable spike heels. A large man who wears an ornate armour made of finely engraved golden plates and multiple layers of flowing silks. At least one villain has mocked him for looking like a human Fabergé egg. His mask looks like a solid gold butterfly resting on his face, allowing him to look out through eyeholes on its wings.&lt;br /&gt;
&lt;br /&gt;
He is widely (and incorrectly) known as one of the least effective [[mask]]s guarding Hope City. His power is to speak the language of butterflies, which doesn't sound too useful. But they are very good for surveillance, and when he calls on a swarm of thousands (especially the giant reds from his home country, that can carry weights up to ⅐oz each), they can transport significant quantities of drugs or explosives to where they'd be most useful.&lt;br /&gt;

He was given a super high tech armour known as the [[terminus Suit]], which can only be worn by an invulnerable being because it is ablated directly onto his skin by a set of particle accelerators using [[claustronium]] focusing membranes. The suit has nine accelerators on rooftops all over the city, and Roy needs a clear line of sight to at least four of them (normally five) in order to transform. The accelerators lock onto transmitter implants in his wrists and all major joints, so he simply needs to touch his wrists together in the right haptic gesture in order to activate them. This would be easy, if he didn't need to be above rooftop level in order to get line of sight. And even with his natural [[The Flying Brick|gravity-bending abilities]], that can be a challenge because by Hope City Centre standards, a hundred storeys is considered small.&lt;br /&gt;

Beneath the shield that represented the city and a stylised image of Hope Tower itself were the letters ‘CU’ rendered in baroque serif capitals. The Blast was some kind of nuclear detonation; though it is still a matter of debate whether it was an accident, a strike by a foreign power, or a terrorist attack. What is known is that the inner city was demolished, and the surrounding area contaminated by nuclear and chemical fallout which could not be removed using the technology common in the early twenty-first century. Therefore the state authorities invested a massive proportion of their budget into evacuating everyone from the affected area, and researching new techniques to keep the contamination from spreading. It was a mammoth task; and keeping radioactive dust from drifting into neighbouring countries continued to be a huge burden on the national economy.&lt;br /&gt;
&lt;br /&gt;
Several years after the blast, [[Dr Antoinette Clarke|Mayor Clarke]] travelled into the city with a custom-made aircraft, and declared herself a provisional government, announcing her intention to secede from the country which the old city was a part of. She presented a proposal to the government stating that she had a financial trust which could take responsibility for containing the contamination from the blast, in exchange for legal autonomy. After 18 months or debate, and the proof that she genuinely had invented a more efficient method for cleaning up the fallout, Clarke named the site [[Hope City]], and it was recognised by the United Nations as an independent nation.&lt;br /&gt;

As a reporter for the [[Hope City Chronicle]], Rick Daik was expected to produce a significant article in order to be promoted to a junior editorial role. He chose to investigate the rumours of superheroes in the city, which at the time lacked sufficient material evidence to be mentioned in the newspapers. (Legislation in Hope City was very strict about the accuracy requirements for newspapers) Daik decided to collate all eyewitness accounts he could find for the appearance of [[supernormal]] individuals, and determine whether there was enough of a consensus to suggest a grain of truth behind all the urban myths.&lt;br /&gt;
&lt;br /&gt;
During the events of [[Hope City Stories]], Rick investigated the possible existence of supernormals, as well as interviewing a number of them including [[Antique Blaze]], [[Catgirl]], [[Captain Ultimatum]], [[Papillon]], [[The Guardian]], and eventually [[Professor Normal]]. During his research, the creation of an official hero for the city was announced, meaning that supernormals were no longer a matter of speculation. As Daik had already been researching in the area, he was able to get the first interview with [[Captain Ultimatum]] before the story was officially public; as well as being one of the first journalists to legally report on a superhero/villain fight. He later published his full report as a five-part editorial, and was promoted to Assistant Chief Editor on Supernormal Events.&lt;br /&gt;
&lt;br /&gt;
Although released more than a month after the fact, his story on the [[Hope Tower Incident]] is generally taken to be the definitive record of the events, and of the stories which led up to it.&lt;br /&gt;
&lt;br /&gt;
Five years later, he published an expanded version of the report on the Incident, as well as all of his previous research, as the in-universe book [[A Catalogue of Supernormal Phenomena]]. This includes the stories of all the [[mask]]s he could find, as well as his own adventures trying to uncover the facts, and all the different sequences of events that climaxed with the destruction of [[Hope Tower]]. It is suggested that the in-universe book is almost, but not quite, a complete record of what he found (still omitting the fact of [[Hank Nostromo]]'s survival, as well as [[Crusader]]'s identity). The books appendices, which are larger than the main text, includes an index of all known or rumoured masks, their themes, costumes, and abilities; as well as a treatise on how supernormal powers interact with each other, extrapolating patterns from all known data.&lt;br /&gt;

* Ultra Violet never wanted to be a mask. She has an obsessive fetish for mind control, and keeps on trying to get captured by villains who like to enslave people. She is frustrated that her friend (whose mask name she will never use) keeps getting in the way by saving her.&lt;br /&gt;

He is widely (and incorrectly) known as one of the least effective [[mask]]s guarding Hope City. His power is to speak the language of butterflies, which doesn't sound too useful. A [[mask]], known for using a samurai sword. He also wore armour later in his career, continuing the samurai aesthetic. At his height, he had a wrought iron domino mask, which held a magical crystal the colour of dried blood against his forehead.&lt;br /&gt;

He started out dealing with mundane criminals. He would cut off the fingers of thieves, castrate rapists, and similar symbolic mutilations. Many of them didn't survive. He saw himself as a guardian for the poor and hopeless, people who were already in so much trouble that they didn't believe the police could help them, or were scared to attract attention in districts ruled by gangs.&lt;br /&gt;

The Guardian was originally a [[party mask]] depending on martial skill, but later in his career acquired a [[Eye of Woe|magical crystal]] which he added to his armour. It grants him a kind of sixth sense, enabling his to feel the malice of killers. Individuals with [[Atlantean]] crystals are expected to carry a badge of jewellery bearing the ancient Atlantean crest (an eye within a triangle), in order to mark them. This broadcasts a low frequency data pulse when probed with radio waves on a specific channel, allowing the enforcers to check people if their equipment detects radiation on the streets. A person who is picked up by the sensors and isn't carrying the icon will usually be picked up by patrols and have a DNA sample taken; if they've been issued with a badge and aren't wearing it, they could be fined or even jailed. Hiding or denying a badge are also criminal offences under the Act.&lt;br /&gt;
&lt;br /&gt;
A number of government-certified craftsmen are authorised to make badges in more aesthetically leasing forms, including chokers, pendants, hair slides, spectacles, tie pins, and even clothing. These are sold to individuals who already have a government-issue badge, and carry the same ID number.&lt;br /&gt;

Some subcultures have started wearing the crest as a protest against the labelling of people; seeing it as an invasion of privacy. He remembered that the drug had supposedly come from an Arabic country, but didn't do any research. He cobbled together a costume based on all kinds of Middle-Eastern influences, and stole some gadgets from the Professor's lab (including a launcher for strongforce grapnels that allow him to climb or swing from almost any surface, and his famous 'gleaming fist' gloves, which shine like polished chrome, and are as thin as tinfoil but hard as granite once activated).&lt;br /&gt;
&lt;br /&gt;
His costume includes a full face mask (surmounted a turban), but leaves his arms bare. It has been noted by some that his skin colour and the prison tattoos around his left shoulder might provide all the clues the authorities need to identify him, once he starts carrying out the major robberies he has planned.&lt;br /&gt;

Mandate attempts to follow in Normal's footsteps, sabotaging new construction projects and attempting to destroy the newest and flashiest of the city's skyscrapers. He likes to use ever-more-powerful [[death ray]]s, as well as setting intricate sequences of timed explosives to control the crowd during one of his attacks. He wants to follow his mentor, but fails to understand the real purpose behind Professor Normal's attacks (as well as believing that the man was defeated and had his powers removed at the end of [[Hope City Stories]])&lt;br /&gt;

When he comes to fight with other [[mask]]s, Mandate depends on a suit of armour which has considerable resilience and also sensors which can track [[supernormal]] abilities by detecting traces of [[Savant Radiation]] (which he still prefers to refer to as [[claustronium]] rays, hinting that he may have worked with [[Hope Three]] on developing their technologies).&lt;br /&gt;

His abilities include being able to make his outfit seem immaculate no matter what he's wearing (done by projecting a low-level telempathic field), being able to seem to be exactly where he belongs, and being able to read and understand large amounts of information in seconds.&lt;br /&gt;
&lt;br /&gt;
Unlike most of the [[Next Wave]] masks, he is authorised not by the [[City Special Forces]], but by the [[Bureau for Multidisciplinary Inversigation]], responsible for investigating serious and organised crime. This is still only a temporary measure, as they know that using [[supernormal]]s is still a risk, but his particular abilities were useful enough to the Bureau before the [[Hope Tower Incident]] that he was allowed to keep them for nearly ten years after.&lt;br /&gt;
