A [[party mask]] featured in the short story [[Sidekick]]. She has spent practically her whole life training in martial arts and investigation techniques, in order to bring her skills close to [[supernormal]] levels.

She was originally in this wiki under the name ''Mach Girl'', which doesn't quite fit her description. Her preferred mask name is Starborn, hinting at the star-like lights all over her costume.

She wears a white lycra body suit, which has a surprising number of concealed pockets. Observers often see her with some kind of scientific equipment or weapon, and wonder where she could possibly have been carrying it.

Her real name is Mackenzie Justine Wick (though most of her friends know her as Justine). She repeatedly rescued one of her friends from high school, leading the media to portray them either as a couple, or as hero and sidekick. It was assumed that her friend Stella was also a mask because she has purple hair, and she was dubbed [[Ultra Violet]]. Mackenzie does not know that her friend has actual powers. Both are now slaves of villain [[Kyng Scarlett]].

A [[mask]], known for using a samurai sword. He also wore armour later in his career, continuing the samurai aesthetic. At his height, he had a wrought iron domino mask, which held a magical crystal the colour of dried blood against his forehead.

He started out dealing with mundane criminals. He would cut off the fingers of thieves, castrate rapists, and similar symbolic mutilations. Many of them didn't survive. He saw himself as a guardian for the poor and hopeless, people who were already in so much trouble that they didn't believe the police could help them, or were scared to attract attention in districts ruled by gangs.

The Guardian was originally a [[party mask]] depending on martial skill, but later in his career acquired a [[Eye of Woe|magical crystal]] which he added to his armour. It grants him a kind of sixth sense, enabling his to feel the malice of killers. It also gives him enhanced strength and speed as long as he is taking revenge for some injustice, and allows him not to be slowed down by any wound until the job is done.

Jimmy probably saw no further than the rich guy fallen on hard times, but Val had done a course once in the hope of becoming a stylist. The pose didn’t convey the in-your-face aggressiveness of the small time street punks, or the terrified bravado of a bystander hoping that he wouldn’t be challenged. He was calm and self-assured, not making threats because he didn’t need to.</blockquote>

A large man who wears an ornate armour made of finely engraved golden plates and multiple layers of flowing silks. At least one villain has mocked him for looking like a human Fabergé egg. His mask looks like a solid gold butterfly resting on his face, allowing him to look out through eyeholes on its wings.

He is widely (and incorrectly) known as one of the least effective [[mask]]s guarding Hope City. His power is to speak the language of butterflies, which doesn't sound too useful. But they are very good for surveillance, and when he calls on a swarm of thousands (especially the giant reds from his home country, that can carry weights up to ⅐oz each), they can transport significant quantities of drugs or explosives to where they'd be most useful.

A reluctant [[mask]], otherwise known as [[Hank Nostromo]] or as [[Terrorist One]]. Has a red goatee and steel-grey eyes. His costume is old bike leathers, the colour matching his eyes. The letters on the back are worn; there used to be more, but the ones that remain appear to spell the word 'VANISH' in gothic script capitals.

Notable as the first mask to get a full obituary in the [[Hope City Chronicle]], sacrificing himself to save civilians during the [[Hope Tower Incident]].

A [[mask]], adopted by [[Roy Jones]] (formerly [[The Flying Brick]]). He was given a super high tech armour known as the [[terminus Suit]], which can only be worn by an invulnerable being because it is ablated directly onto his skin by a set of particle accelerators using [[claustronium]] focusing membranes. The suit has nine accelerators on rooftops all over the city, and Roy needs a clear line of sight to at least four of them (normally five) in order to transform. The accelerators lock onto transmitter implants in his wrists and all major joints, so he simply needs to touch his wrists together in the right haptic gesture in order to activate them. This would be easy, if he didn't need to be above rooftop level in order to get line of sight. And even with his natural [[The Flying Brick|gravity-bending abilities]], that can be a challenge because by Hope City Centre standards, a hundred storeys is considered small.

Right in the centre of the chest, a panel two feet wide bore a large embossed logo, the only part of the decoration that wasn’t incorporated into some form of lights, vents, weapons, or mounting points for other gadgetry. Beneath the shield that represented the city and a stylised image of Hope Tower itself were the letters ‘CU’ rendered in baroque serif capitals. There could be no mistaking the intended allegiance of the figure they were looking at.</blockquote>

It is notable for having buildings almost entirely covered with solar cells, which provide enough power for most university facilities as well as selling some to the neighbouring [[Business District]]. The gleaming black buildings would look odd to anyone from another town; and many people compare their appearance to a hifi system.

Blast

The [[Blast]] was an event in the early 21st century, which indirectly led to the independence of [[Hope City]] and its sovereignty over lands previously claimed by another nation (never specified in canon). The circumstances of the blast are described in more detail in the short story [[The Old City]], which may be published in one of the upcoming [[Stories From Hope City]] collections, or here on this wiki if people prefer.

The Blast was some kind of nuclear detonation; though it is still a matter of debate whether it was an accident, a strike by a foreign power, or a terrorist attack. What is known is that the inner city was demolished, and the surrounding area contaminated by nuclear and chemical fallout which could not be removed using the technology common in the early twenty-first century. Therefore the state authorities invested a massive proportion of their budget into evacuating everyone from the affected area, and researching new techniques to keep the contamination from spreading. It was a mammoth task; and keeping radioactive dust from drifting into neighbouring countries continued to be a huge burden on the national economy.

Several years after the blast, [[Dr Antoinette Clarke|Mayor Clarke]] travelled into the city with a custom-made aircraft, and declared herself a provisional government, announcing her intention to secede from the country which the old city was a part of. She presented a proposal to the government stating that she had a financial trust which could take responsibility for containing the contamination from the blast, in exchange for legal autonomy. After 18 months or debate, and the proof that she genuinely had invented a more efficient method for cleaning up the fallout, Clarke named the site [[Hope City]], and it was recognised by the United Nations as an independent nation.

As a reporter for the [[Hope City Chronicle]], Rick Daik was expected to produce a significant article in order to be promoted to a junior editorial role. He chose to investigate the rumours of superheroes in the city, which at the time lacked sufficient material evidence to be mentioned in the newspapers. (Legislation in Hope City was very strict about the accuracy requirements for newspapers) Daik decided to collate all eyewitness accounts he could find for the appearance of [[supernormal]] individuals, and determine whether there was enough of a consensus to suggest a grain of truth behind all the urban myths.

During the events of [[Hope City Stories]], Rick investigated the possible existence of supernormals, as well as interviewing a number of them including [[Antique Blaze]], [[Catgirl]], [[Captain Ultimatum]], [[Papillon]], [[The Guardian]], and eventually [[Professor Normal]]. During his research, the creation of an official hero for the city was announced, meaning that supernormals were no longer a matter of speculation. As Daik had already been researching in the area, he was able to get the first interview with [[Captain Ultimatum]] before the story was officially public; as well as being one of the first journalists to legally report on a superhero/villain fight. He later published his full report as a five-part editorial, and was promoted to Assistant Chief Editor on Supernormal Events.

Although released more than a month after the fact, his story on the [[Hope Tower Incident]] is generally taken to be the definitive record of the events, and of the stories which led up to it.

Five years later, he published an expanded version of the report on the Incident, as well as all of his previous research, as the in-universe book [[A Catalogue of Supernormal Phenomena]]. This includes the stories of all the [[mask]]s he could find, as well as his own adventures trying to uncover the facts, and all the different sequences of events that climaxed with the destruction of [[Hope Tower]]. It is suggested that the in-universe book is almost, but not quite, a complete record of what he found (still omitting the fact of [[Hank Nostromo]]'s survival, as well as [[Crusader]]'s identity). The books appendices, which are larger than the main text, includes an index of all known or rumoured masks, their themes, costumes, and abilities; as well as a treatise on how supernormal powers interact with each other, extrapolating patterns from all known data.

It is highly likely that the text of Daik's book (excluding the appendices) is close to [[Hope City Stories]] itself, which casts Daik as the narrator.

The Next Wave never achieved real success, because when they were seen the reactions were more likely to be of fear or disgust than disbelief.

Curator [[Chad Benedictine]] was exposed to [[Savant radiation]] from one of the exhibits at the [[Hope City Museum of Past Innovation]], and gained the ability to transform himself into an electrostatic wave and travel through telephone circuits. However, this ability only works with analogue circuits, making the power unusable outside the museum's three-line demonstration system.

Rather than fighting crime, Benedictine wrote and illustrated a comic book series, [[The Human Circuit]], about a hero who had the same powers in 1970s Canada, and so was a lot more effective. The comics later helped him find a successor, [[Closed Circuit]], who applied lateral thinking to find a way to make the power useful again. This occured in a short story also called [[The Human Circuit]].

A [[supernormal]] drug which can be absorbed through the skin, and slowly seeps through skin and containers. It is used as a mind-control drug to enslave enemies, and is also a powerful aphrodisiac. The usual way to store it is in a sealed bag, inside a crate of something small like beans. It seeps through the plastic, and through the beans, but because there's so many of them a person handling the crate will not be exposed fast enough to show any effects. The beans closest to the centre, however, will be coated with enough of the drug to make them potent in their own right.

It seems that the drug is based on [[atlantean crystal]]s, as it is detected by [[Ultra Violet]]'s power.

A [[mask]], introduced and defeated in the short story [[Sidekick]]. She is obsessed with mind control, and really wants to be turned into a helpless slave. She has nothing in her mundane life important enough to stop her throwing herself at dangerous villains such as [[Mistress Panther]] and [[Kyng Scarlett]]. However, she keeps getting reescued against her will by schoolfriend [[Mach Girl]].

When exposed to [[Mistress Panther]]'s claws several years before, she had a severe allergic reaction to the toxin, and was hospitalised for several months. Following this, the developped minor [[supernormal]] abilities, as well as a small genetic mutation (her hair is now naturally purple). However, she has never told anyone else about this.

She has the ability to sense supernormal drugs, substances, and small objects. It is assumed that this means she can sense the presence of any substance containing powdered [[Atlantean crystal]]. So she finds it ewasy to identify surfaces coated with [[obsequizine]], but apparently cannot sense supernormal powers in people in the same way.

She wears a white lycra body suit, which has a surprising number of concealed pockets. Observers often see her with some kind of scientific equipment or weapon, and wonder where she could possibly have been carrying it.

Her real name is Mackenzie Justine Wick. She repeatedly rescued one of her friends from high school, leading the media to portray them either as a couple, or as hero and sidekick. It was assumed that her friend Stella was also a mask because she has purple hair, and she was dubbed [[Ultra Violet]]. Mackenzie does not know that her friend has actual powers. Both are now slaves of villain [[Kyng Scarlett]].

* The Internet news reports (which aren't held to the same standards as newspapers) think that Ultra Violet is Mach Girl's sidekick, because the two are often seen together.
* Mach Girl sees Ultra Violet as a schoolfriend who keeps getting herself in trouble. She trhinks the other girl is someone who wants to be a mask, but hasn't put the effort in. So every time she tries investigating a villain, Mach Girl has to rescue her.
* Ultra Violet never wanted to be a mask. She has an obsessive fetish for mind control, and keeps on trying to get captured by villains who like to enslave people. She is frustrated that her friend (whose mask name she will never use) keeps getting in the way by saving her.

The two find a huge cache of a drug called [[Obsequizine]], which leaves them both helpless slaves waiting for Kyng Scarlett to return and give them orders.

There was a common belief that they were either freaks caused by leftover radiation from the [[Blast]], or some kind of next stage of evolution who were going to wipe out normal humans. The people who used the term tended to regard all [[mask]]s as freaks, as subhuman or as the enemy, even if they were fighting to uphold the law.

Since the [[Hope Tower Incident]], the word has entered the mainstream vocabulary; but variously means either supernormals in general, or those who gained powers as a result of being exposed to [[Savant Radiation]] which changed their bodies at a cellular level, making them resistant to [[dialysis]].

An organisation created with the passing of the [[SARI Act]], the FSRA is the only agency who can legally carry out experiments with [[Atlantean]] Crystals or [[Savant Radiation]] following the [[Hope Tower Incident]]. They work to create technologies that could be used to track down and detain rogue [[supernormal]]s. They also develop the technologies used to treat people with unwanted powers.

They are a department of the [[City Special Forces]], although many people believe that their headquarters, the [[Savant Institute]], is a part of [[Hope City University]]. It is also frequently assumed to be a part of (or the same as) the [[Hugo Savant Memorial College]], due to the similar names and overlapping geographic loctions of the two.

They have a number of scientists working for them. The only one named so far is [[Dr Haverford Dingus]].

The '''Supernormal and Android Rehabilitation and Identification Act''' enforces mandatory screening for [[Atlantean]] crystal and [[Savant Radiation]] exposure in the general population of [[Hope City]]. Introduced after the [[Hope Tower Incident]] to ensure that people with [[supernormal]] abilities could be more widely tracked. Most people who test positive are subjected to [[dialysis]] to negate any powers they might have acquired.

==Exemption==
There are three classes of people who are exempt from the dialysis requirement:

1. Those for whom dialysis would be ineffective for some reason. Examples include [[Red Vermilion]] and [[Crimson Ogre]].

2. Those who could not survive as normal humans. For example, [[Ivy]]'s mutated symbiote has entirely replaced her circulatory system, and only it's constant Savant pulses keep her alive.

3. Those recruited as ''Enforcer''s, or licensed [[mask]]s, to help the agency hunt down rogue supernormals. As far as possible, these are drawn from the first two categories, in order to minimise the total supernormal population. However, there are exceptions (including [[Antique Blaze]] fr exactly one year, [[Major Stealth]] for the duration of one mission, and [[Circadian]] as an ongoing [[badge]]), though these people are expected to undergo dialysis as soon as they are no longer actively needed by the city. (See the [[Circadian]] short story for more detail that could be included here)

==Registration Marking==

Individuals with [[Atlantean]] crystals are expected to carry a badge of jewellery bearing the ancient Atlantean crest (an eye within a triangle), in order to mark them. This broadcasts a low frequency data pulse when probed with radio waves on a specific channel, allowing the enforcers to check people if their equipment detects radiation on the streets. A person who is picked up by the sensors and isn't carrying the icon will usually be picked up by patrols and have a DNA sample taken; if they've been issued with a badge and aren't wearing it, they could be fined or even jailed. Hiding or denying a badge are also criminal offences under the Act.

A number of government-certified craftsmen are authorised to make badges in more aesthetically leasing forms, including chokers, pendants, hair slides, spectacles, tie pins, and even clothing. These are sold to individuals who already have a government-issue badge, and carry the same ID number.

Technically, there is a slightly different crest for radiation-exposed supernormals (the triangle is inverted); and one for people who naturally emit Savant Radiation (the triangle is within a starburst), but most people don't know that these have different meanings unless they've been issued with one themselves.

Some subcultures have started wearing the crest as a protest against the labelling of people; seeing it as an invasion of privacy. Their crests often look the same as Act-mandated ones, but don't include the transponder. This makes it harder for the general public to be sure if someone is genuinely a supernormal or just a "poser", but poses no real difficulty for the agency. This doesn't stop some groups (such as the ''Punk Renaissance'' movement) proclaiming their fashions to be an act of protest, and implying that the government wants to prosecute them for it.

==Organisations==

The act also officially created several subdepartments, under the now-public [[City Special Forces]]. See that page for more details on these. The existing departments (such as [[Hope One]]) were incorporated into these or disbanded, and their personnel assigned jobs elsewhere. Originally hired as a bodyguard by [[Professor Normal]], but more accurately described as a test subject. He was one of four people subjected to artificial infusions of [[Atlantean]] crystals, though in his case under the pretence that they were new "metachronic steroids" developed by Egyptian scientists. (The other three apprentices were [[Spector]], [[Mandate]], and [[Mistress Panther]])

Following the Professor's famous heel-face turn, the former bodyguard finally realised that his abilities were more than just the normal results of substance abuse. He remembered that the drug had supposedly come from an Arabic country, but didn't do any research. He cobbled together a costume based on all kinds of Middle-Eastern influences, and stole some gadgets from the Professor's lab (including a launcher for strongforce grapnels that allow him to climb or swing from almost any surface, and his famous 'gleaming fist' gloves, which shine like polished chrome, and are as thin as tinfoil but hard as granite once activated).

His costume includes a full face mask (surmounted a turban), but leaves his arms bare. It has been noted by some that his skin colour and the prison tattoos around his left shoulder might provide all the clues the authorities need to identify him, once he starts carrying out the major robberies he has planned.

A [[mask]] who sees himself as the successor of his mentor [[Professor Normal]]. He mentions that he was one of four apprentices who were taught some of the science of [[Atlantean]] crystals by the Professor. The others appear to be [[Mistress Panther]], [[Spector]] (who started claiming to be Professor Normal following the latter's retirement during the [[Hope Tower Incident]]), and the Professor's bodyguard, who took to calling himself the [[Arab King]].

Mandate attempts to follow in Normal's footsteps, sabotaging new construction projects and attempting to destroy the newest and flashiest of the city's skyscrapers. He likes to use ever-more-powerful [[death ray]]s, as well as setting intricate sequences of timed explosives to control the crowd during one of his attacks. He wants to follow his mentor, but fails to understand the real purpose behind Professor Normal's attacks (as well as believing that the man was defeated and had his powers removed at the end of [[Hope City Stories]])

When he comes to fight with other [[mask]]s, Mandate depends on a suit of armour which has considerable resilience and also sensors which can track [[supernormal]] abilities by detecting traces of [[Savant Radiation]] (which he still prefers to refer to as [[claustronium]] rays, hinting that he may have worked with [[Hope Three]] on developing their technologies).

A criminal mask, created as an experiment by [[Professor Normal]] but never set loose on the city because the professor deemed him too stupid to be useful. Has been in cryo-stasis, and was still there at the time of the [[Hope Tower Incident]]. Some day, he may accidentally be released, as the Professor seems to have forgotten about him. It is entirely possible that he was revived by [[Spector]] during the time of [[New Hope]], and is now the soldier known as [[Deathless]].

The Smart

One of the many [[mask]]s in [[Hope City]], introduced in the short story [[My Hero]]. His abilities include being able to make his outfit seem immaculate no matter what he's wearing (done by projecting a low-level telempathic field), being able to seem to be exactly where he belongs, and being able to read and understand large amounts of information in seconds.

Unlike most of the [[Next Wave]] masks, he is authorised not by the [[City Special Forces]], but by the [[Bureau for Multidisciplinary Inversigation]], responsible for investigating serious and organised crime. This is still only a temporary measure, as they know that using [[supernormal]]s is still a risk, but his particular abilities were useful enough to the Bureau before the [[Hope Tower Incident]] that he was allowed to keep them for nearly ten years after.
