He had a power of psychic broadcasting; which allowed him to convince anyone who doesn't actually know him that he is someone else. This affects the target's perceptions, so can allow him to impersonate someone even though he looks nothing like them. He can use the power to deceive multiple targets, but he must visualise and impersonate a different person for each of them. He can only impersonate real people that the target is familiar with, and must have some knowledge of the relationship between them and the target.

People who have a strong emotional bond to him (either his masked or civilian identity) are immune to this power; even if the emotions are one sided.
