A former reporter for the [[Hope City Chronicle]], active during the [[First Wave]]. He reported on a group of child molesters being found emasculated and then hung in the street outside the [[Police Centre]], suspended from (non-functional) CCTV cameras. This was one of [[The Guardian]]'s first cases. Haverigg's article described rumours about a vigilante with superhuman reflexes protecting the poor and weak; and compared his violent approach to the flamboyant excesses of the [[Flying Brick]], who he dubbed the city's first hero.

Shortly afterwards, the newspapers agreed not to report on these stories, as there was insufficient proof behind the rumours. After that one case, the Guardian's reports quickly fell into a formula of "Suspected felons found mutilated", making no mention or speculation about the perpetrator. One reason for this was a worry that the articles might encourage vigilantes to commit more crimes in the name of justice.
