A scientific research facility focusing on military technology; originally formed as part of the [[City Special Forces]] under the name Hope Nine, but then spun off into a private group when it became clear that their research would be more useful if it were available to all departments of the military, and to the [[Hope City Police Authority]].

They have a lab on [[Haven Street]], and have strong ties with the university. Their biggest invention so far is the force screen technology used in the [[Labyrinth]]; an electrical barrier that also weakens or nullifies a large number of [[supernormal]] powers, allowing criminal [[mask]]s to be kept imprisoned.
