The same name was later used for [[Dark Shroud]], in an attempt to hide the fact that they had been hunting a man who died a hero. In the official history published by Hope Three when they were disbanded, it is asserted that Terrorist One was a completely different mask, with different powers, who had stolen technology from their scientists and was responsible for the creation of Dark Shroud.
