A term for the posher areas of Hope City; initially used to mean the districts of Cochrane Heights, Destiny Heights, and Edison Heights, each of which was initially founded (and built) by wealthy collectives from three different continents rather than depending on Mayor Clarke's funding like the rest of the city.
