By comparison with the First Wave, a group of self-identified masks between one and five years after the Hope Tower incident. they attempted to replicate the ethos of the very first supernormal crime-fighters, operating in secret like their predecessors had done when their existence wasn't widely known. The Next Wave never achieved real success, because when they were seen the reactions were more likely to be of fear or disgust than disbelief.
