A clandestine organisation under the indirect control of the Hope City military. They were devoted to artificially creating supernormal powers, although they use the term "Superior Soldier" to refer to the people they wanted to create.
Hope Three radio protocol
In their radio traffic, they used quite a lot of codenames, both for themselves and for others. One reason for this was the theory that addressing other soldiers by their real names could make it hard to act dispassionately and lead to mistakes.
- Hope Three - In radio chatter, this refers either to the mobile command post on an operation, or the General in charge of the organisation
- Renegade Phoenix - a Hope Three operative
- Grey Squirrel - a Hope Three operative
- Brown Cow - a Hope Three operative
- Terrorist One - Hank Nostromo; the emotionally charged alias used in order to force lower ranked agents to think of him as the enemy
