Chill

From Hope City Stories

A mask, introduced in the short story …and Chill. Real name Rikki Brauenstoffe. Gained powers by the use of an implanted membrane created by Dr Haverford Dingus. The prototype was originally claimed to use a form of crystals that were explicitly not Claustronium, but it was soon discovered that this was a lie.

Chill was intended to be a badge, operating under the licensed name Subzero Crusader. Dr Dingus believed that with his reputation bolstered by a badge using his technology, he would get better resources and could recreate the power without using the forbidden crystals. This didn't happen because Rikki quickly went rogue.

He never actually stole, but used his power to compete in dance tournaments held at illegal raves. He could project ice from his hands and feet, originally intended to capture villains. But he instead created 'rails' of frictionless ice, allowing him to travel at incredible speeds. He could freeze his hands or feet onto a surface at will to gain traction, and the rest of the time use a perfectly smooth ice surface to ensure he doesn't lose any speed. The only problem with this is that when he travels fast, he leaves a double line of black ice along public footpaths, which it is very easy for people to slip on if they're not expecting ice.

His official handler, Emmy, later gained powers and because Beat Drop 99, in an attempt to force him to get back into fighting crime. But Rikki would always rather just chill.
