The City Ordinances are the rules by which the government of Hope City is run. Different departments including the military, schools, hospitals, and the police have rules specifying the level of service they provide to the public, the minimum training for staff in certain roles, and other similar minutiae. Within the bounds of the ordinances, these organisations are free to manage themselves as they see fit.
