Commissar Erik Bartrad

The practical head of the Hope City Police Authority. There isn't always a Commissar, it is a rank that is only brought into existence when the City Council believes it is necessary to have one voice authorised to represent the four Police commissioners.

Bartrad is used to working undercover, so can appear quite untidy when wearing his dress uniform to official functions. But he is the man in charge, so when the Council have a request to put to the Police Authority, is is Bartrad they speak to.
