A moderately popular shopping street in Hope City. It has a large number of consumer electronics stores, including the world-famous Play Shop, which sells remanufactured versions of early 21st century games consoles. The Hope City Police Authority has posted warnings about a gang of pickpockets operating in the area, and sometimes posts two or three cops on patrol, but the problem isn't considered serious enough to do more than that. There are also some warnings about using unsignposted shortcuts between the shopping street and parking areas, as these areas are a warren of twisty alleys, all alike, and it would be nearly impossible for the police to flush out all the thugs waiting in the shadows.

The crime rate briefly dropped when The Guardian considered this part of his territory.
