An group of "nations", most of which aren't internationally recognised, who sometimes resort to violence in attempts to expand their territory. They occasionally attempt to declare that Hope City belongs to them, and have been known to use SAMs to attack Captain Ultimatum and other masks who they consider to be militaristic symbols.
