Ruler of the African kingdom of Beksti, though he mostly lives in Hope City where he can represent his people on the world stage. His diplomatic passport is issued by the Confederate African States, and gives him the name "Rigel Beksti", although as he loves to point out royalty in his kingdom do not actually have a family name. It's assumed that Beksti is small, with a population of thousands or even hundreds, and that the confederation is formed to allow such small nations to participate in a more meaningful way in world politics.
