Captain with the Hope City Police Authority, and usually a shift leader on the public-facing part of the Police Centre. He goes to great lengths to avoid using his full name, and virtually everyone knows him as "Captain Gill". There is a rumour floating round that his first name is actually either Jill, Gillain, or Gilligan, but it's never been more than a joke.
