Both a short street, and the neighbourhood around it. Two and a half miles from Hope Tower, but within the city limits, Mercy Street is a typical example of the slums that are the less-well-known face of Hope City.
This area is mostly run by criminal gangs, but they are thwarted by masks like Teddymare and The Guardian, both of whom are familiar with Mercy Street.
