One of the most iconic buildings in Hope City, until the Hope Tower Incident. It is part of the Core District, and houses both most of the city's administrative departments, as well as external businesses who benefit from having links to the City Council. It was officially 196 floors high, although there were some other spaces accessible near the top.

It was designed to look like a fan of feathers; a single Spine running up one corner, slightly curved in towards the tower (not sure if I said which corner), and ninety degrees of complex architecture looking like it was hanging down from the spine. A good part of the design complexity was driven by the designers' insistence that every room have natural light. The face opposite the Spine is a complex stepped pyramid with balconies running into the heart of the building, and a dozen places where light aircraft can land.

The Spine itself was the main elevator shaft, in which individual cars could shift and pass each other by running along incredibly complex vertical tracks, almost like a railway shunting yard turned on its side. The whole space was huge, easily large enough for Captain Ultimatum to fly up and down without disturbing the elevators. It is lit by blue and yellow light from the power conduits, which run the entire height of the spine and carry power for the building.


It is not widely known (and was not known to anyone except the designer for most of the building's history) that the power conduits actually used veins of Atlantean crystal alongside the conventional cabling for carrying electricity

Tenants include:

  • Hope city Chronicle - floor 101
  • Observation Lounge - floor 196; a bar and nightspot, where there is actually a statue to the local tradition of telling tourists that the elevators are switched off six minutes after closing time. This entire level is not part of the main building, but is on a platform supported by tension steel cables from the very top of the Spine.
  • Spire Forest - technically floors 197 and 198; a few maintenance cubbyholes off the elevator shaft, but these floor designations are normally only used to direct engineers to the forest of satellite dishes on the outside of the spine, above the main building.
  • The elevator machinery and plant room - levels 198 and 199, inside the Spine itself.

  • Civic Justice Annex
  • Civic Tax Bureau
  • City Grand Hotel - floors 48 to 61. About half the rooms are permanently reserved by various foreign powers, who use the place as a kind of informal embassy.
  • HC Aviation Planning Authority
  • Department of Sanitation Complaints Call Centre
  • Throne and Eyrie - Nobody knows this is here. In sixty years of the Tower's existence, exactly three people have been here, and few knew it even existed.
  • The Castle - Basement level /59 and below.
  • Special Military Section - Basement levels /07 to /49. Used by City Special Forces, though levels down to /21 are shared with other users with political clout. Level /17 is within the city base layer, and all non-classified documents show that /15 is the lowest level.
