The City Council is the ruling body of Hope City. Based in the Council Chamber, Hope Tower, they have absolute authority on all judicial and administrative issues. Most common issues are dealt with by committees and subcommittees, which normally include at least one member of the City Council, and the decisions of all committees are reported back by these people at the monthly City Council meeting for ratification. Technically, the subcommittees issue Advisories to, or prepare reports for, the governing committees, who then make Recommendations. The actual laws are always passed by the full City Council, but in the vast majority of cases this means rubber-stamping a document brought to them by one of their members.
There is a system called the Council Press Rotation, where each registered newspaper can send two reporters to sit in on meetings of the City Council. These positions are normally rotated between a paper's staff, so each reporter gets to do politics for a two week slot. The reporters on rotation can also request a seat at a committee or subcommittee, in order to observe, unless the contents of the meeting have been declared classified. But they have to know the name of the meeting in order to request; so some council members sometimes try to make a big splash when their proposal comes to Council by conducting the first debate and finalising the details in a Special Committee which isn't announced to the public. In a Council that prides itself on its openness, this isn't done often; and would usually be tolerated by the Council only when it's done for PR purposes, rather than an attempt to hide anything.
As well as ruling over the city, the City Council is technically a corporation which jointly owns all alnd and buildings within Hope City; landowners (including civic departments and agencies) in fact lease their property from the city.
