An older man with just a few tufts of dark grey hair remaining. A member of the City Council, and former Police Commissar. Suffers from arthritis, but does his best to hide it.

Is one of the Council's most senior budget scrutineers, and the one who knows most about the secret transfers of funds which enabled the establishment of the City Special Forces. He is possibly the only one who officially knows where all the "black budget" money comes from and goes to. (The current Mayor knows; but that's because his aide is a genius investigator, and he's not supposed to)
