An organisation within the Hope City military, offering military technology to assist the police with dealing with terrorists, major crime (especially arms dealers), and later supernormal threats.

Age of Heroes

The six generals in this department each took a different tack; whether it was trying to create artificial supernormals, to recruit and train a mask into the military and create a task-force around him, or to create technology which would allow soldiers to challenge masks on an equal footing. Out of six top secret agencies, three produced any results worth speaking of.

The existence of City Special Forces was not well known at this time. when Captain Ultimatum and Commander Silence were announced to the public, this necessarily meant that the existence of Hope One was revealed, but it was still not common knowledge that there were other departments, or where their base of operations was.

Next Wave

After the Hope Tower Incident, the existence of CSF as a government agency was more widely known. The six Hope departments were slowly wound up, or had their functions changed, over the next eighteen months. They were replaced by or incorporated into three new organisations created by the SARI Act, grouped under the CSF banner. However, most people hearing the name City Special Forces will immediately think of the Enforcers.

  • Supernormal Enforcement Agency - Keeps a database of licensed supernormals, and dispatches Enforcers (the new badges) to deal with those who refuse treatment
    • Exceptional Crimes Department - A division of the police force, working closely with the SEA. They deal with all crimes believed to be committed by supernormals, as well as unexplained incidents, and pass cases on to the SEA when it is felt that a mask is necessary to resolve the situation.
  • Public Health Special Administration - Responsible for liaising with hospitals to set up places where dialysis can take place, as well as running their own clinics, and dealing with all the medical side of removing crystals and negating radiation exposure.
  • Future Sciences Research Agency - A group attempting to better study and understand Atlantean crystals, in the hope of better controlling their effects, as attempting to create technology which can be used to track down rogue supernormals without the need for crystals. They are the only group who can legally create more supernormals, and then only in very exceptional circumstances.
