Hope Two

A quasi-military organisation, officially part of the City Special Forces. They investigated artificially granting an officer supernormal powers, but unlike hope One and Hope Three, they never pushed their candidate into the public eye as a mask.

Their commander, combined with a vast array of technology necessary to manage his abilities, is known as Oracle, but only select officers within the City Special Forces are even aware of his existence.

Hope Two is also responsible for crowd control and evacuating the area of a battle when Captain Ultimatum is fighting a high-power villain. As this is the only situation in which most members of the public would encounter them, many people assume that they are directly subordinate to Hope One; a backup unit to support the Captain. The organisational structure behind the official badges of the city was never widely known.
