Oracle

The Oracle is a mask, and one of Hope City's first official badges. However, most of the public have never heard of him. The reason for this is that he operates only within Hope Two, and his powers are a combination of supernormal abilities (granted by being in contact with the Hope Tower rooftop communications array when it was struck by lightning) and advanced technology.

The Oracle doesn't go out wearing a mask. But given sufficient information about time and location, he can extract some files from a computer system in the past or future. A common situation, using a computer which is left at a fixed location for precisely this purpose, is reaching forward to get a barely legible copy of the next month's newspapers.

Sometimes the ability works as planned, sometimes requests from other government agencies are declined. Only Hope Two know whether these requests are being declined for political reasons, because of some hard-to-explain limitation of the Oracle's powers, or because he has an innate sense of what things could endanger the future if known.
