A City Councillor, and a member of the Special Committee on Judicial Reform that oversaw the integration of Captain Ultimatum into the city's policing strategy.

Jude is heavily in favour of censorship, and has previously sent letters to Miranda Cohen on a dozen different occasions demanding the removal of books from the library. Books he has a problem with include occult texts, martial arts manuals, erotica, and any fiction portraying criminals (and drug users, who are not considered criminals under Hope City law) in a positive light.
