Masked Horseman

A mask at the time of the First Wave. The horseman is best known for the events of a high-profile hunt for a missing teenager, when he was deputised by a local police chief and subsequently accused of unnecessarily brutality by the kidnapper. The trial ended up raising numerous questions. There was also much gambling by citizens, with most bookmakers giving roughly equal odds that a complaint of police brutality would be upheld, or that the Horseman's authority would be held to be invalid as he hadn't provided a real name, or that he would be prosecuted as a vigilante.

In the end, the court was dismissed while the City Council deliberated on the legality of the existence of a mask (in this context meaning a pseudonym, rather than a supernormal individual) police authority could ever be legal. When the case resumed, it transpired that the Horseman had vanished, and there were no clues as to his identity. The remainder of the case was pretty pedestrian, and wasn't widely covered by the media. One term used in the verdict, however, "badged mask", is believed to have been the origin of the more common term badge for an officially-tolerated mask.
