A British soldier, later assigned to Hope Three and planned to be one of the first invisible soldiers.

History

Whalley was British, and joined the army at a young age. He was sent with a UN peacekeeping force during the Brazilian Civil War, where he first met General Chesterton (only a Captain at the time), and the two became good friends while posted to the same village. On emigrating to Hope city, Whalley decided it was only appropriate to join the army again, but would have started over at the lowest rank.

Hope Three

In recognition of what he knew of the man's talents, Chesterton immediately requested Whalley's transfer to Hope Three, where he promoted him to sergeant immediately. That was as far as he could go without raising questions and complaints of nepotism from his fellow generals. But he reasoned that if Whalley volunteered to be a test subject for the claustronium rays that Three was developing, that would merit a field promotion to Commander, especially if he became a mask.

Unfortunately, the experiment was a failure. Whalley was killed by an unexpected reaction to the magnetic field. However, the experiment was a partial success; his fellow test subject (and lover at the time) Sergeant Karolyn Stroud became able to turn invisible, and was decorated as Commander Silence.
