A mask, and presumably a villain. Mentioned in chapter 41 of Hope City Stories; he had got his hands on some limpet mines, and was playing tag with trucks on the ring road.
Also metioned as Cerberus Shark in chapter 51. He was captured by Antique Blaze and his powers were removed by dialysis following the Hope Tower Incident.
Should probably pick one name for him, and correct the other mention.
