Monsters are a particular type of mask. Those who can't easily pass for human, who would never be just a guy in a costume. There's some disagreement between different commentators about whether an inhuman mask is automatically a monster, or if it only applies to those with criminal intent. For the sake of this wiki, only black mask monsters should be placed in this category. So, for example, Aqua Babe would not be included, despite being made out of water.
Some monsters can appear human; the defining characteristic is that when they take on the mask, they become giant, grotesque, animal, or made out of metal or stone.
