A scientific research facility focusing on military technology; originally formed as part of the City Special Forces under the name Hope Nine, but then spun off into a private group when it became clear that their research would be more useful if it were available to all departments of the military, and to the Hope City Police Authority.

They have a lab on Haven Street, and have strong ties with the university. Their biggest invention so far is the force screen technology used in the Labyrinth; an electrical barrier that also weakens or nullifies a large number of supernormal powers, allowing criminal masks to be kept imprisoned.
