Mentioned in tones of fear, but rarely actually seen. Uncle Bueno may be a mask, or he may just be an urban legend. The rumours say that he got his powers from exposure to Savant Radiation inside Hope Tower. He stalks the streets wearing a flasher mac, and his face is permanently in shadow, even when there are no shadows to be found. He's also reputed to have the ability to move people like puppets, although sources disagree about whether this needs just a touch to start the process, or a symbolic contract made by the victim accepting some gift from him, or whether he can create an ethereal toxin which he can infuse into food or drink.
All rumours agree that the things Uncle Bueno does with his powers are too horrific to repeat.
