The highest rank within the Hope City Police Authority. The authority is run by four Commissioners, each with a different specialisation. In situations where there needs to be a single individual speaking for the authority, usually because of a major crisis, they may appoint one of the Commissioners to be a Commissar, speaking on behalf of the department with full autonomy. Such appointments are normally limited to a short time, or to represent them only on a specific matter.

The current appointee for much of the Age of Heroes was Commissar Erik Bartrad.
