A gang of early masks in Hope City. The White Hats made sure there were rumours of their existence, and made themselves identifiable by a simple marker: A white hat (usually a fedora) with a safety pin on the hatband. These symbols represented the 'white hat' of the hero in ancient westerns, and the safety they want everyone to experience. The idea was that people who were allied with the cause would wear the hat about their normal business, and would help anyone who came to them needing assistance. There was no central organisation, but many of the White Hats got to know others in the movement, and any supernormal abilities they had. If someone had a problem that needed a real mask, they would pass on the message to find one who could help.

Often the problems were with things like a lost child, or getting an injured person to hospital faster than the ambulances could manage. They didn't fight criminals, and had few real enemies to start with. They were more like a neighbourhood watch scheme where some of the members had special powers; they were concerned citizens rather than crimefighters.

In any case, some criminal gangs did start targeting the White Hats. This led to some of them adopting white domino masks or bandannas along with the hat, to avoid retribution against their families. Many others (especially the non-supernormals) left the organisation; while the masks may have created secret identities of their own. In more recent times, it seems nobody remembers this strange first group of masked heroes.

Some have said that their numbers included The Guardian (false), Spry (true, briefly), and Crusader (unconfirmed).
