Mandate

A mask who sees himself as the successor of his mentor Professor Normal. He mentions that he was one of four apprentices who were taught some of the science of Atlantean crystals by the Professor. The others appear to be Mistress Panther, Spector (who started claiming to be Professor Normal following the latter's retirement during the Hope Tower Incident), and a lab assistant who took to calling himself the Arab King.

Mandate attempts to follow in Normal's footsteps, sabotaging new construction projects and attempting to destroy the newest and flashiest of the city's skyscrapers. He likes to use ever-more-powerful death rays, as well as setting intricate sequences of timed explosives to control the crowd during one of his attacks. He wants to follow his mentor, but fails to understand the real purpose behind Professor Normal's attacks (as well as believing that the man was defeated and had his powers removed at the end of Hope City Stories)
