Commander in charge of Hope Two; otherwise known within the city Special Forces as the alter-ego of the Oracle.

He was never a natural soldier, but was promoted through the ranks due to surprising competence. He's good at logistics and tactics, and exceptional at strategic planning. In public he wears a dress uniform, but has toned down the more militaristic lines, and gives the impression of a businessman in a fancy suit.
